Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gauthier (Ottawa–Vanier), seconded by Mr. Jackson (Bruce–Grey), Bill C–255, An Act to amend the Auditor General Act (approval of appropriations for the office of the Auditor General and an audit of the office of the Auditor General), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

• by Mr. Jackson (Bruce–Grey), two concerning the Canadian Human Rights Act (Nos. 351-0358 and 351-0359);
• by Mr. Ramsay (Crowfoot), one concerning euthanasia (No. 351-0360);

Mr. Rock (Minister of Justice), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Mrs. Venne (Saint-Hubert), seconded by Mr. Deshaies (Abitibi), moved the following amendment, — That the motion be amended by striking out all the words after the word “That” and substituting the following:

“this House declines to give second reading to Bill C–37, An Act to amend the Young Offenders Act and the Criminal Code, the purpose of which is repressive, because:

1. it introduces no concrete measures for the rehabilitation of young offenders; and
2. it does not encourage the provinces to take legislative or other measures necessary in order to set up comprehensive crime prevention programs.”

Debate arose thereon.

At 6:56 p.m., pursuant to Standing Order 38(1), the question “That this House do now adjourn” was deemed to have been proposed.

The Clerk of Petitions has the honour to report that the petition from Garth Wagner and others, praying for passage of an Act to incorporate the Canadian Association of Lutheran Congregations, presented by Mr. Hanger on Friday, June 3, 1994, meets the requirements of Standing Order 131. However, this petition was filed after the time limit specified in Standing Order 132.
