Presenting Reports from Inter-Parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Fontana (London East) presented the report of the Canadian delegation of the Canada-Europe Parliamentary Association on its visit of the Bank for European Reconstruction and Development (EBRD) in London, and on the annual debate of the Parliamentary Assembly of the Council of Europe, held in Strasbourg, from September 22 to October 2, 1993. — Sessional Paper No. 8565-351-51A.


Pursuant to Standing Order 34(1), Mr. Fontana (London East), presented the report of the Canadian delegation of the Canada-Europe Parliamentary Association on its participation to the preparatory meeting of the Council of Europe’s Economic Affairs Committee for the annual Organization for Economic Cooperation and Development (OECD) debate by the Council of Europe Parliamentary Assembly and the European Parliament, held in London, Paris and Brussels, from June 23 to July 2, 1993. — Sessional Paper No. 8565-351-51B.


Pursuant to Standing Order 34(1), Mr. Rompkey (Labrador) presented the First Report of the Canadian NATO Parliamentary Association respecting its participation to the Spring Session of the North Atlantic Assembly (NAA) in Berlin, Germany, from May 20 to 24, 1993. — Sessional Paper No. 8565-351-50.


Pursuant to Standing Order 34(1), Mr. Rompkey (Labrador) presented the Second Report of the Canadian NATO Parliamentary Association respecting its participation to the Annual Session of the North Atlantic Assembly (NAA) in Copenhagen, Denmark, from October 7 to 11, 1993. — Sessional Paper No. 8565-351-50A.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rock (Minister of Justice), seconded by Mr. Collenette (Minister of National Defence), Bill C–4, An Act to amend the Crown Liability and Proceedings Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

Mr. Collenette (Minister of National Defence), seconded by Mr. Ouellet (Minister of Foreign Affairs), moved, — That this House recognizing that a bilateral Umbrella Agreement for Weapons Testing exists between the Government of Canada and the Government of the United States, take note of the domestic, international and bilateral aspects of allowing the Government of the United States of America to conduct cruise missile tests within Canadian territorial boundaries, and in particular, two cruise missile tests during the first quarter of 1994. (Government Business No. 2)
