GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Marchi (Minister of the Environment), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), -- That Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be now read a third time and do pass;

And of the amendment of Mr. Morrison (Swift Current -- Maple Creek -- Assiniboia), seconded by Mr. Hill (Prince George -- Peace River), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give third reading to Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, since the Bill fails to address the impact of the import prohibition on certain manganese-based substances on international trade.'';

And of the sub-amendment of Mr. Sauvageau (Terrebonne), seconded by Mrs. Guay (Laurentides), -- That the amendment be amended by adding the following:

    ``and particularly, the impact of the said Bill on trade between Canada and the United States.''

WAYS AND MEANS

Mr. Martin (Minister of Finance) laid upon the Table, -- Notice of a Ways and Means motion to amend the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the Income Tax Act, the Debt Servicing and Reduction Account Act and related Acts. (Ways and Means Proceedings No. 12) -- Sessional Paper No. 8570-352-12.

Pursuant to Standing Order 83(2), at the request of Mr. Martin (Minister of Finance), an Order of the Day was designated for the consideration of this Ways and Means motion.

Presenting Reports from Committees

Ms. Cohen (Windsor -- St. Clair), from the Standing Committee on Justice and Legal Affairs, presented the 6th Report of the Committee (Bill C-25, An Act respecting regulations and other documents, including the review, registration, publication and parliamentary scrutiny of regulations and other documents, and to make consequential and related amendments to other Acts, with amendments). -- Sessional Paper No. 8510-352-58.

A copy of the relevant Minutes of Proceedings (Issue No. 6, which includes this Report) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McTeague (Ontario), seconded by Mrs. Bakopanos (Saint-Denis), Bill C-356, An Act to amend the Motor Vehicle Safety Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Gagnon (Bonaventure -- Îles-de-la-Madeleine), one concerning Canada's railways (No. 352-1318);

-- by Mr. Harb (Ottawa Centre), one concerning national unity (No. 352-1319).

Pursuant to Standing Order 73(1), Mr. Axworthy (Minister of Foreign Affairs) for Mr. Marchi (Minister of the Environment), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), moved, -- That the Bill be referred forthwith to the Standing Committee on Environment and Sustainable Development.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

By unanimous consent, at 1:00 p.m., the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-252, An Act to amend the Criminal Code (mines).

Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Forseth (New Westminster -- Burnaby), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
