Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Gagnon (Québec), seconded by Mr. Fillion (Chicoutimi), Bill C–246, An Act to amend the Criminal Code (sexual exploitation of children outside Canada), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Forseth (New Westminster–Burnaby), seconded by Mrs. Ablonczy (Calgary North), Bill C–247, An Act to amend the Criminal Code (trespass), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

The Order was read for the consideration at report stage of Bill C–9, An Act respecting the Law Commission of Canada, as reported by the Standing Committee on Justice and Legal Affairs with amendments.

Mr. Goodale (Minister of Agriculture and Agri-Food) for Mr. Rock (Minister of Justice), seconded by Mr. Mifflin (Minister of Fisheries and Oceans), moved, — That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Goodale (Minister of Agriculture and Agri-Food) for Mr. Rock (Minister of Justice), seconded by Mr. Mifflin (Minister of Fisheries and Oceans), moved, — That the Bill be now read a third time and do pass.

    “nor in Council may, by order, subject to subsection (1), do any one or”; and
  2. by adding after line 13, on page 3, the following:
    “(2) Any order made under subsection (1) is subject to the adoption by the House of Commons of a resolution explaining the measures contemplated by the order, which shall have been debated for two days before being put to a vote.”

Mr. Benoit (Vegreville), seconded by Mr. Morrison (Swift Current–Maple Creek–Assiniboia), moved Motion No. 2, — That Bill C–19, in Clause 14, be amended

  1. by replacing line 6, on page 4, with the following:
    “14. (1) The Governor in Council shall, by”; and
  2. by replacing line 10, on page 4, with the following:
    “ing out the purposes of the Agreement only after scrutiny and approval by the appropriate committee of the House of Commons”.

  2. by adding after line 4, on page 6, the following:
    “(2) Any order made this section respecting the coming into force of section 19 is subject to an obligation on the part of the federal government to commence negotiations and to enter into an agreement with the government of Quebec to eliminate inconsistencies between the provisions of the Internal Trade Agreement and Quebec’s laws and regulations respecting bulk trucking.”
