Pursuant to Standing Order 31, Members made statements.

ORAL QUESTIONS

Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

ROYAL ASSENT

The Speaker informed the House that His Excellency the Governor General will proceed to the Senate today at 3:30 p.m. for the purpose of giving the Royal Assent to certain Bills.

A Message was received from His Excellency the Governor General desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that, when the Commons had been in the Senate, His Excellency the Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

    Bill C-15, An Act to amend, enact and repeal certain laws relating to financial institutions -- Chapter No. 6.
    Bill C-16, An Act to amend the Contraventions Act and to make consequential amendments to other Acts -- Chapter No. 7.
    Bill C-18, An Act to establish the Department of Health and to amend and repeal certain Acts -- Chapter No. 8.
    Bill C-9, An Act respecting the Law Commission of Canada -- Chapter No. 9.
    Bill C-14, An Act to continue the National Transportation Agency as the Canadian Transportation Agency, to consolidate and revise the National Transportation Act, 1987 and the Railway Act and to amend or repeal other Acts as a consequence -- Chapter No. 10.

Mrs. Bakopanos (Saint-Denis), from the Standing Committee on Citizenship and Immigration, presented the 2nd Report of the Committee (Settlement renewal). -- Sessional Paper No. 8510-352-13.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. White (North Vancouver), Bill C-284, An Act to amend An Act for the Recognition and Protection of Human Rights and Fundamental Freedoms and to amend the Constitution Act, 1867, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, -- That the 1st Report of the the Standing Joint Committee on Scrutiny of Regulations, presented on Wednesday, April 24, 1996, be concurred in.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the 19th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The Order was read for the third reading of Bill C-20, An Act respecting the commercialization of civil air navigation services.

Mr. Anderson (Minister of Transport), seconded by Mr. Manley (Minister of Industry, Minister for the Atlantic Canada Opportunities Agency and Minister of Western Economic Diversification), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Crête (Kamouraska -- Rivière-du-Loup), seconded Mr. Mercier (Blainville -- Deux-Montagnes), moved the following amendment, -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

    "this House declines to give third reading to Bill C-20, An Act respecting the commercialization of civil air navigation services, because the Bill does not give the safety of passengers, airline personnel and the public priority over all other considerations in business decisions made by NAV Canada."

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:49 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Szabo (Mississauga South), seconded by Mr. Lee (Scarborough -- Rouge River), moved, -- That, in the opinion of this House, the government should consider amending the Income Tax Act to provide a Care-Giver Tax Credit for those who provide care in the home for pre-school children, the disabled, the chronically- ill or the aged. (Private Members' Business M-30)

Debate arose thereon.

Mr. Laurin (Joliette), seconded by Mr. Deshaies (Abitibi), moved the following amendment, -- That the motion be amended by adding after the word "aged" the following:

    "without curtailing the assistance already provided to those individuals and to those groups affected by the aforesaid motion".

Debate arose thereon.

The question was put on the amendment and, by unanimous consent, the recorded division was deferred until Monday, June 3, 1996, at 9:30 p.m.
