Presenting Reports from Committees

Mr. Walker (Winnipeg North Centre), from the Standing Committee on Industry, presented the 1st Report of the Committee (Bill C-4, An Act to amend the Standards Council of Canada Act, without amendment). -- Sessional Paper No. 8510-352-17.

A copy of the relevant Minutes of Proceedings (Issue No. 2, which includes this Report) was tabled.

Motions

Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons), seconded by Mr. Massé (President of the Treasury Board), moved, -- That, pursuant to Standing Order 27(1), during the ten sitting days before June 23, 1996, on Mondays, Tuesdays and Wednesdays, the ordinary time of daily adjournment shall be 9:30 p.m.

The question was put on the motion and it was agreed to on division.

By unanimous consent, it was ordered -- That four members of the Standing Committee on Public Accounts and two staff persons of the Committee be authorized to travel to Victoria, British Columbia, to attend the Annual Conference of the Canadian Council of Public Accounts Committees from September 8 to 10, 1996.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mr. Bergeron (Verchères), moved, -- That this House condemn the federal government for its regressive research and development policies in regard to Quebec, in particular its unilateral decision to cut the federal contribution of $7.2 million planned for the Canadian Centre for Magnetic Fusion in Varennes.

Debate arose thereon.

Pursuant to Standing Order 81(19), the proceedings expired.

PRIVATE MEMBERS' BUSINESS

At 5:53 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Harper (Calgary West), moved, -- That, in the opinion of this House, the government should, in accordance with international law, be willing to consider negotiating with any secessionist claim in the event of a future referendum, if and only if the following criteria are met: (1) the secessionist unit be comprised of a "people" meeting international standards; (2) the people must have been subject to a denial of political freedom or human rights in a discriminatory manner; (3) the seceding unit must demonstrate in practical terms that it has and can create a practicable and governable state which can assert effective control over a reasonably well defined territory; (4) a clear and precise question is asked as to whether the population in question wishes to secede from Canada; and (5) two-thirds of the population vote in favour of the clear and precise question. Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:

ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill -33, An Act to amend the Canadian Human Rights Act, without amendment.
