Presenting Reports from Committees

Mr. Bevilacqua (York North), from the Standing Committee on Human Resources Development, presented the 4th Report of the Committee (Bill C-35, An Act to amend the Canada Labour Code (minimum wage), without amendment). -- Sessional Paper No. 8510-352-40.

A copy of the relevant Minutes of Proceedings (Issue No. 5, which includes this Report) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Milliken (Kingston and the Islands), seconded by Mr. Volpe (Parliamentary Secretary to the Minister of Health), Bill C-336, An Act to amend the Royal Canadian Mounted Police Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the 37th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Eggleton (Minister for International Trade), seconded by Mrs. Robillard (Minister of Citizenship and Immigration), -- That Bill C-61, An Act to implement the Canada-Israel Free Trade Agreement, be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Foreign Affairs and International Trade.


The Order was read for the consideration at report stage of Bill C-5, An Act to amend the Bankruptcy and Insolvency Act, the Companies' Creditors Arrangement Act and the Income Tax Act, as reported by the Standing Committee on Industry with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected Motion No. 1 for debate.

Mr. Tremblay (Lac-Saint-Jean), seconded by Mr. Lavigne (Beauharnois -- Salaberry), moved Motion No. 1, -- That Bill C-5, in Clause 104, be amended by replacing lines 32 to 39 on page 62 with the following:

    ``104. Section 177 of the Act is repealed.''

Pursuant to Standing Order 73(1), Mr. Peters (Secretary of State (International Financial Institutions)) for Mr. Goodale (Minister of Agriculture and Agri-Food), seconded by Ms. Fry (Secretary of State (Multiculturalism)(Status of Women)), moved, -- That the Bill be referred forthwith to the Standing Committee on Agriculture and Agri-Food.

The House resumed consideration of the motion of Mr. Marchi (Minister of the Environment), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), -- That Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be now read a third time and do pass;

And of the amendment of Mrs. Guay (Laurentides), seconded by Mr. Fillion (Chicoutimi), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

      "Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be not now read a third time but that it be read a third time this day six months hence."

Mr. Robinson (Burnaby -- Kingsway), seconded by Mr. Taylor (The Battlefords -- Meadow Lake), moved, -- That, in the opinion of this House, the Minister of Transport should proceed rapidly to establish a Canadian test site for Operation Respond, a computerized database of hazardous materials that would improve safety for fire fighters and help save lives and property. Mr. Crête (Kamouraska -- Rivière-du-Loup), seconded by Mr. Leroux (Shefford), moved the following amendment, -- That the motion be amended by adding after the word ``should'', the following:
