Pursuant to Standing Order 34(1), Mr. de Savoye (Portneuf) presented the Report of the Canadian Branch of the Assemblée internationale des parlementaires de langue française (AIPLF) respecting its participation at the meeting of the Education, Communications and Cultural Affairs Committee, held in Quebec City on April 21 and 22, 1998. -- Sessional Paper No. 8565-361-52H.

Presenting Reports from Committees

Mr. Bonin (Nickel Belt), from the Standing Committee on Transport, presented the 4th Report of the Committee (The Renaissance of Passenger Rail in Canada). -- Sessional Paper No. 8510-361-86.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

    "An Act to amend the National Parks Act (creation of Tuktuk Nogait National Park)"

Mrs. Tremblay (Rimouski -- Mitis), seconded by Mr. Bellehumeur (Berthier -- Montcalm), moved Motion No. 2, -- That Bill C-38, in Clause 1, be amendedby replacing line 8 on page 1 with the following:

    "luit Settlement Region, recognized by the Western Arctic Claim, Inuvialuit Final Agreement and the Western Arctic (Inuvialuit) Claims Settlement Act;"

Debate arose on the motions in Group No. 1 (Motions Nos. 1 and 2).

By unanimous consent, it was ordered, -- That Motion No. 1 be amended by replacing the word «Tuktuk» with the following:

      "a Message be sent to the Senate to acquaint Their Honours that this House agrees to amendments numbers 1 and 4 made by the Senate to Bill C-4, An Act to amend the Canadian Wheat Board Act, and this House agrees with the principles set out in amendments numbers 2, 3, and 5, but would propose the following amendment:
        That amendment 2 be amended by replacing all the words in section 3.09 (1) with the words "The president is appointed by the Govemor in Council on the recommendation of the board of directors and holds office during pleasure for the term that the board of directors may determine." and by replacing the word "Minister" in section 3.09(2) and 3.09(2)(a) with the word "board", and replace the word "board" in section 3.09(2)(a) with the word "Minister";
