Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Speller (Haldimand -- Norfolk -- Brant) presented the Report of the Canadian Branch of the Commonwealth Parliamentary Association (CPA) respecting its parliamentary visit to the United Kingdom from May 6 to 22, 1998. -- Sessional Paper No. 8565-361-53D.

Pursuant to Standing Order 34(1), Mr. Speller (Haldimand -- Norfolk -- Brant) presented the Report of the Canadian Branch of the Commonwealth Parliamentary Association (CPA) concerning its participation at the 23rd Conference of the Caribbean, the Americas and the Atlantic Region held in Kingston, Jamaica, from July 20 to 25, 1998. -- Sessional Paper No. 8565-361-53E.

Pursuant to Standing Order 34(1), Mr. Speller (Haldimand -- Norfolk -- Brant) presented the Report of the Canadian Branch of the Commonwealth Parliamentary Association (CPA) concerning its participation at the 37th Conference of the Canadian Region held in Toronto from July 18 to 24, 1998. -- Sessional Paper No. 8565- 361-53F.

Presenting Reports from Committees

Ms. Cohen (Windsor -- St. Clair), from the Standing Committee on Justice and Human Rights, presented the 14th Report of the Committee (Victims' Rights -- A Voice, Not a Veto). -- Sessional Paper No. 8510-361-97.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos 68, 71, 72, 78 to 80, 82 to 84, 89 to 92) was tabled.

Mr. O'Brien (London -- Fanshawe), from the Standing Committee on National Defence and Veterans Affairs, presented the 3rd Report of the Committee (Moving Forward -- A Strategic Plan for Quality of Life Improvements in the Canadian Forces) -- Sessional Paper No. 8510-361-98.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Thompson (Wild Rose), seconded by Mr. Breitkreuz (Yorkton -- Melville), Bill C-450, An Act to amend the Criminal Code (bail in cases of assault with weapon or criminal harassment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mr. Breitkreuz (Yorkton -- Melville), Bill C-451, An Act to amend the Parliament of Canada Act and the Canada Elections Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-57, An Act to amend the Nunavut Act with respect to the Nunavut Court of Justice and to amend other Acts in consequence.

Ms. Robillard (Minister of Citizenship and Immigration) for Ms. McLellan (Minister of Justice), seconded by Mr. Scott (Solicitor General of Canada), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

MOTIONS

By unanimous consent, it was ordered -- That motion M-239 listed on the Order Paper be amended by removing the words ``all OECD countries'' and replacing them with the following:

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Nystrom (Regina -- Qu'Appelle), seconded by Ms. Lill (Dartmouth), moved, -- That, in the opinion of this House, the government should show leadership and enact a tax on financial transactions in concert with the international community. (Private Members' Business M-239)

Debate arose thereon.

Mr. Sauvageau (Repentigny), seconded by Mr. Tremblay (Lac-Saint-Jean), moved the following amendment, -- That the motion be amended by removing the words ``enact a tax on financial transactions'' and replacing them with the following:

``promote the implementation of a tax aimed at discouraging speculation on fluctuations in the exchange rate''

Debate arose thereon.
