``2.1 The purpose of this Act is to increase the availability
of financing of small businesses, which would not otherwise have
access to financing.''

Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mrs. Ablonczy (Calgary -- Nose Hill), moved Motion No. 2, -- That Bill C-53, in Clause 4, be amended by replacing line 26 on page 3 with the following:

(e) the loan must not be in addition to other loans made under
this Act to persons related to the borrower for the operation of
the same small business.''
Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mrs. Ablonczy (Calgary -- Nose Hill), moved Motion No. 3, -- That Bill C-53, in Clause 4, be amended by replacing line 33 on page 3 with the following:

``to the borrower does not exceed $100,000''
Mr. Gagliano (Minister of Public Works and Government Services) for Mr. Manley (Minister of Industry), seconded by Mr. MacAulay (Minister of Labour), moved Motion No. 4, -- That Bill C-53, in Clause 4, be amended by replacing lines 41 to 45 on page 3 with the following:

Recommendation

His Excellency the Governor General recommends to the House of
