The Order was read for the consideration of the Business of Supply.
Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), moved, -- That this House endorses the provincial consensus reached in Saskatoon on August 7, 1998, that the federal government must restore, via the existing provisions of the Canada Health and Social Transfer (CHST), its contributions to front-line health-care services, starting with a payment of at least $2 billion, given that the federal government has already recorded an accumulated surplus of $10.4 billion for the first six months of the 1998-99 fiscal year.
Debate arose thereon.
Mr. Desrochers (Lotbinière), seconded by Mr. Cardin (Sherbrooke), moved the following amendment, -- That the motion be amended by replacing the word ``a'' with the following:

NOTICE OF MOTION
Mr. Boudria (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the report stage and third reading stage of Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses.

The Order was read for the second reading and reference to the Legislative committee of Bill C-442, An Act to prohibit profiteering during emergencies.
Mr. Grewal (Surrey Central), seconded by Mr. Hoeppner (Portage -- Lisgar), moved, -- That the Bill be now read a second time and referred to the Legislative committee.
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
MESSAGES FROM THE SENATE
A message was received from the Senate as follows:
-- ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-29, An Act to establish the Parks Canada Agency and to amend other Acts as a consequence, without amendment.
