Pursuant to Standing Order 79(3), the Speaker read a Message from His Excellency the Governor General, presented by Mr. Massé (President of the Treasury Board).

Message on Estimates

    His Excellency the Governor General transmits to the House of Commons Supplementary Estimates (A) of sums required for the service of Canada for the fiscal year ending on March 31, 1998, and, in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Mr. Massé (President of the Treasury Board) laid upon the Table, -- Document entitled "Supplementary Estimates (A), 1997-98". -- Sessional Paper No. 8520-361-82.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Comuzzi (Thunder Bay -- Nipigon) presented the Report of the Canadian Section of the Canada -- United-States Inter-Parliamentary Group respecting its participation at the 38th Annual Meeting of the Group, held in Nova Scotia and Prince Edward Island from September 11 to 15, 1997. -- Sessional Paper No. 8565-361- 59.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Minister of Finance), seconded by Mr. Massé (President of the Treasury Board), Bill C-11, An Act respecting the imposition of duties of customs and other charges, to give effect to the International Convention on the Harmonized Commodity Description and Coding System, to provide relief against the imposition of certain duties of customs or other charges, to provide for other related matters and to amend or repeal certain Acts in consequence thereof, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act respecting the imposition of duties of customs and other charges, to give effect to the International Convention on the Harmonized Commodity Description and Coding System, to provide relief against the imposition of certain duties of customs or other charges, to provide for other related matters and to amend or repeal certain Acts in consequence thereof".

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Scott (Solicitor General of Canada), seconded by Mr. Massé (President of the Treasury Board), Bill C-12, An Act to amend the Royal Canadian Mounted Police Superannuation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

Mr. Charest (Sherbrooke), seconded by Mrs. Wayne (Saint John), moved, -- That this House recognize the urgent need for action to address the serious problems in Canadian fisheries on both the Pacific and Atlantic coasts, and calls upon the government to establish a comprehensive national fisheries policy that demonstrates real commitment to resource conservation, leadership on the issue of resource sharing with foreign interests, and sensitivity to the individuals, families and communities whose futures are linked to the health and sustainability of the Canadian fishing industry.

Debate arose thereon.

Mr. Easter (Parliamentary Secretary to the Minister of Fisheries and Oceans), seconded by Mr. Cullen (Etobicoke North), moved the following amendment, -- That the motion be amended by deleting the word "establish" and substituting the following therefor:

    "continue the implementation of".
