Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Massé (President of the Treasury Board), seconded by Mr. Martin (Minister of Finance), Bill C-78, An Act to establish the Public Sector Pension Investment Board, to amend the Public Service Superannuation Act, the Canadian Forces Superannuation Act, the Royal Canadian Mounted Police Superannuation Act, the Defence Services Pension Continuation Act, the Royal Canadian Mounted Police Pension Continuation Act, the Members of Parliament Retiring Allowances Act and the Canada Post Corporation Act and to make a consequential amendment to another Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to establish the Public Sector Pension Investment Board, to amend the Public Service Superannuation Act, the Canadian Forces Superannuation Act, the Royal Canadian Mounted Police Superannuation Act, the Defence Services Pension Continuation Act, the Royal Canadian Mounted Police Pension Continuation Act, the Members of Parliament Retiring Allowances Act and the Canada Post Corporation Act and to make a consequential amendment to another Act''.

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), -- That Bill C-72, An Act to amend the Income Tax Act, to implement measures that are consequential on changes to the Canada-U.S. Tax Convention (1980) and to amend the Income Tax Conventions Interpretation Act, the Old Age Security Act, the War Veterans Allowance Act and certain Acts related to the Income Tax Act, be now read a second time and referred to the Standing Committee on Finance;

And of the amendment of Mr. Ritz (Battlefords -- Lloydminster), seconded by Mr. Epp (Elk Island), -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

``this House declines to give second reading to Bill C-72, An Act to amend the Income Tax Act, to implement measures that are consequential on changes to the Canada-U.S. Tax Convention (1980) and to amend the Income Tax Conventions Interpretation Act, the Old Age Security Act, the War Veterans Allowance Act and certain Acts related to the Income Tax Act, since the principle of the Bill fails to address the federal tax system to end discrimination against single-income families with children.''
