Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Kenney (Calgary Southeast), seconded by Mr. Reynolds (West Vancouver -- Sunshine Coast), Bill C-495, An Act to confirm the rights of taxpayers and establish the Office for Taxpayer Protection, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Harris (Prince George -- Bulkley Valley), seconded by Mr. Bailey (Souris -- Moose Mountain), moved, -- That the 7th Report of the Standing Committee on Finance, presented on Friday, June 12, 1998, be concurred in.

GOVERNMENT ORDERS
The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-69, An Act to amend the Criminal Records Act and to amend another Act in consequence.
Mr. Eggleton (Minister of National Defence) for Mr. MacAulay (Solicitor General of Canada), seconded by Ms. Robillard (Minister of Citizenship and Immigration), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.
Debate arose thereon.
The question was put on the motion and it was agreed to.
Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Human Rights.
The House resumed consideration of the motion of Ms. McLellan (Minister of Justice), seconded by Mr. Axworthy (Minister of Foreign Affairs), -- That Bill C-68, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, be now read a second time and referred to the Standing Committee on Justice and Human Rights;
And of the amendment of Ms. Dalphond-Guiral (Laval Centre), seconded by Mr. Canuel (Matapédia -- Matane), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:
-
``C-68, An Act in respect of criminal justice for young persons
and to amend and repeal other Acts, be not now read a second time
but that the Order be discharged, the Bill withdrawn and the
subject-matter thereof referred to the Standing Committee on
Justice and Human Rights.''
The debate continued.
PRIVATE MEMBERS' BUSINESS
At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
Mr. Laurin (Joliette), seconded by Mr. Dubé (Lévis-et Chutes-de-la-Chaudière), moved, -- That, in the opinion of this House, the government of Canada should have a standing committee of the House of Commons hold public hearings on every proposed procurement of goods or services by the Canadian Armed Forces valued at more than $100 million, in order to ensure that the procurement process is transparent and fair to all concerned. (Private Members' Business M-73)
Debate arose thereon.
Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
