Pursuant to Standing Order 32(2), Mr. Adams (Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Epp (Elk Island), seconded by Mr. Ritz (Battlefords -- Lloydminster), Bill C-518, An Act to amend the Income Tax Act (deduction of property taxes paid in respect of a principal residence), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Presenting Petitions
Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:
-- by Mr. Epp (Elk Island), one concerning the income tax system (No. 361-2526);
-- by Mr. Adams (Peterborough), one concerning the debts of the poorest countries (No. 361-2527), one concerning the Canada Post Corporation (No. 361-2528) and one concerning the former Yugoslavia (No. 361-2529).
GOVERNMENT ORDERS
The Order was read for the consideration of the Business of Supply.
Mr. Scott (Skeena), seconded by Mr. Stinson (Okanagan -- Shuswap), moved, -- That this House recognize that there is significant public concern in British Columbia with respect to how modern treaties and Aboriginal self-government initiatives may affect individual rights, including Aboriginal people; and given the recent controversies, such as the Musqueam Leaseholders controversy and the Kamloops Indian Band's intention to ban trade unions, this House urge the Government of Canada to refer the Nisga'a Treaty Agreement to the Supreme Court of Canada and ask for a judicial ruling clarifying:
-
(a) whether the terms of the Nisga'a Final Agreement constitute
an amendment to Canada's Constitution, and
-
(b) whether the self-government provisions of the agreement could
be used to usurp, diminish or subrogate the individual rights of
Nisga'a people as defined in the Canadian Charter of Rights and
Freedoms;
And, further, that all activity leading to the introduction of legislation to ratify the Nisga'a Final Agreement in the House of Commons be held in abeyance pending judicial clarification.
Debate arose thereon.
MOTIONS
By unanimous consent, it was ordered, -- That at the conclusion of the present debate on today's Opposition motion, all questions necessary to dispose of this motion be deemed put and a recorded division be deemed requested and deferred until Tuesday, June 8, 1999, at the expiry of the time provided for Government Orders.

Mr. Lavigne (Verdun -- Saint-Henri), seconded by Ms. Jennings (Notre-Dame-de-Grâce -- Lachine), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.
Debate arose thereon.
Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
