Mr. Lowther (Calgary Centre), seconded by Mr. Breitkreuz (Yorkton -- Melville), moved, -- That, in the opinion of this House, it is necessary, in light of public debate around recent court decisions, to state that marriage is and should remain the union of one man and one woman to the exclusion of all others, and that Parliament will take all necessary steps to preserve this definition of marriage in Canada.

Ms. McLellan (Minister of Justice), seconded by Ms. Catterall (Ottawa West -- Nepean), moved the following amendment, -- That the motion be amended by adding after the word "steps" the following:

By unanimous consent, it was ordered, -- That eight members of the Standing Committee on Agriculture and Agri-Food be authorized to travel to Paris, Brussels and Strasbourg, from October 9 to 16, 1999, in order to conduct some pre-World Trade Organization consultations on Agriculture with their European counterparts and that two staff members do accompany the Committee.
By unanimous consent, it was ordered, -- That Monique Hébert, Research Officer of the Standing Committee on Environment and Sustainable Development, be authorized to travel to Toronto, Ontario, from June 21 to 23, 1999, for the purpose of participating in the Conference on " Tactical Briefing on the New Canadian Environmental Protection Act (Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development)".
By unanimous consent, it was ordered, -- That, pursuant to Standing Order 83.1, in relation to the pre-Budget consultations, the members of the Standing Committee on Finance be authorized to travel to Vancouver, Calgary, Toronto, Halifax and Quebec City during the fall of 1999, to hold regional conferences and that the necessary staff do accompany the Committee.
By unanimous consent, it was ordered, -- That five members of the Standing Committee on Public Accounts and three staff persons be authorized to travel to Quebec City to attend the 20th Annual Conference of the Canadian Council of Public Accounts Committees from August 29 to 31, 1999.

The question was put on the main motion, as amended, and pursuant to Standing Order 81(18), the recorded division was deferred until the conclusion of consideration of motions relating to the Main Estimates.

Pursuant to Order made Thursday, June 3, 1999, the House resumed consideration of the motion of Mr. Scott (Skeena), seconded by Mr. Stinson (Okanagan -- Shuswap), -- That this House recognize that there is significant public concern in British Columbia with respect to how modern treaties and Aboriginal self-government initiatives may affect individual rights, including Aboriginal people; and given the recent controversies, such as the Musqueam Leaseholders controversy and the Kamloops Indian Band's intention to ban trade unions, this House urge the Government of Canada to refer the Nisga'a Treaty Agreement to the Supreme Court of Canada and ask for a judicial ruling clarifying:
-
(a) whether the terms of the Nisga'a Final Agreement constitute
an amendment to Canada's Constitution, and
-
(b) whether the self-government provisions of the agreement could
be used to usurp, diminish or subrogate the individual rights of
Nisga'a people as defined in the Canadian Charter of Rights and
Freedoms;
And, further, that all activity leading to the introduction of legislation to ratify the Nisga'a Final Agreement in the House of Commons be held in abeyance pending judicial clarification.

(a) during the period of 18 months beginning on the day on whichh
this Act comes into force, not more than 12 per cent;

(b) during the period of 18 months immediately following the

(c) after the period referred to in paragraph (b), not more
than 18 per cent.

21.2 (1) This Act does not apply to a foreign publisher who,
after the coming into force of this Act, makes an investment in
periodical publishing that has been prescribed under paragraph
15(a) of the Investment Canada Act as a specific type of business
activity related to Canada's cultural heritage or national
identity and that has been reviewed under Part IV of that Act by
the Minister responsible for it and for which that Minister is
satisfied or is deemed to have been satisfied that the investment
is likely to be of net benefit to Canada.
-
(2) Subsection (1) does not apply in relation to a foreign
publisher referred to in that subsection who is subject to an
order made under paragraph 40(2)(e) or (f) of the Investment
Canada Act.
-
(3) This Act applies to a foreign publisher referred to in
subsection (1), other than in relation to the foreign publisher's
investment referred to in that subsection.".
