Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mitchell (Secretary of State (Parks)) for Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), Bill C-29, An Act to establish the Canadian Parks Agency and to amend other Acts as a consequence, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to establish the Canadian Parks Agency and to amend other Acts as a consequence".

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hill (Macleod), seconded by Mr. Chatters (Athabasca), Bill C-307, An Act to amend the Food and Drugs Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Manning (Calgary Southwest), seconded by Mr. White (Langley -- Abbotsford), moved, -- That this House condemns the government for imperiling the economic and social security of Canadians with their reckless commitment to dramatically increase spending, at a time when the average family's share of the federal debt is approaching $80,000 and Canada has the highest personal income taxes in the G7.

Debate arose thereon.

STATEMENTS BY MEMBERS

ORAL QUESTIONS

Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

MOTIONS

By unanimous consent, it was ordered, -- That, in relation to its study of social and economic challenges facing Members of the Canadian Forces, the Standing Committee on National Defence and Veterans Affairs be authorized to travel to Quebec City, Valcartier and Bagotville from February 8 to 12, 1998, to Kingston on March 16 and 17, 1998, to North Bay on March 22 and 23, 1998, and that the necessary staff do accompany the Committee.

GOVERNMENT ORDERS

The House resumed consideration of the motion Mr. Manning (Calgary Southwest), seconded by Mr. White (Langley- -Abbotsford), in relation to the Business of Supply.

The debate continued.

Pursuant to Standing Order 81(19), the proceedings expired.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. St-Jacques (Shefford), seconded by Mr. Dubé (Madawaska -- Restigouche), -- That, in the opinion of this House, the government should review the level at which the child benefit is indexed; (Private Members' Business M-198)

And of the amendment of Mr. Crête (Kamouraska -- Rivière- du-Loup -- Témiscouata -- Les Basques), seconded by Mr. Bernier (Bonaventure -- Gaspé -- Îles-de-la-Madeleine -- Pabok), -- That the motion be amended by deleting all of the words after the word ``review'' and substituting the following:

      ``the possibility of fully indexing the child benefit.''

The debate continued.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

PROCEEDINGS ON ADJOURNMENT MOTION

At 6:30 p.m., pursuant to Standing Order 38(1), the question "That this House do now adjourn" was deemed to have been proposed.

After debate, the question was deemed to have been adopted.

ADJOURNMENT

At 6:40 p.m., the Speaker adjourned the House until tomorrow at 10:00 a.m., pursuant to Standing Order 24(1).
