ADDRESS IN REPLY TO THE SPEECH FROM THE THRONE

The House resumed consideration of the motion of Ms. Bulte (Parkdale -- High Park), seconded by Mr. Drouin (Beauce), -- That the following Address be presented to His Excellency the Governor General of Canada:

To His Excellency the Right Honourable Roméo A. LeBlanc, a Member of the Queen's Privy Council for Canada, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Governor General and Commander-in-Chief of Canada.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;

And of the amendment of Mr. Manning (Calgary Southwest), seconded by Miss Grey (Edmonton North), -- That the following words be added to the Address:

``and this House regrets that your Government is proposing a legislative program that is mired in the past, out of touch with the present, and incapable of leading Canadians with foresight and vigour into the 21st century.''

Mr. Proctor (Palliser), seconded by Ms. Vautour (Beauséjour -- Petitcodiac), moved the following sub-amendment, -- That the amendment be modified by adding after the words ``legislative program that'' the following:

``in failing to set targets and timetables to reduce unemployment and in failing to strengthen national programs such as medicare which promote the equality of all Canadians and the unity of the country, is an affront to fundamental Canadian values.''
