Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mr. Lunn (Saanich -- Gulf Islands), moved, -- That, in the opinion of this House, the Charter of Rights and Freedoms should be amended to recognize the right of every person to own, use and enjoy property, and to not be deprived of that right without full, just and timely compensation and the due process of law. (Private Members' Business M-269)

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Penson (Peace River), seconded by Mr. Lunn (Saanich -- Gulf Islands), moved, -- That this House condemn the government for: (1) failing to explain why it is negotiating the Multilateral Agreement on Investment (the MAI); (2) failing to explain what benefits and costs it foresees for the Canadian people; and (3) failing to take part in public discussion on the Agreement.

Debate arose thereon.

Ms. Debien (Laval East), seconded by Ms. St-Hilaire (Longueuil), moved the following amendment, -- That the motion be amended by adding the following after the final use of the word ``Agreement'':

    ``, in particular by refusing to make a commitment to submit the text of the MAI to the Standing Committee on Foreign Affairs and International Trade, and more specifically to its Sub-Committee on International Trade, Trade Disputes and Investment, before signing the Agreement.''

Pursuant to Order made Tuesday, February 17, 1998, the House resumed consideration of the motion of Mr. Charest (Sherbrooke), seconded by Mr. Power (St. John's West), -- That, in the opinion of this House, the government should lower the tax burden on Canadians and offer interest relief to student loan holders in order to address the brain drain crisis which is forcing Canadians to move to the United States where unemployment rates, income tax rates and student debt levels are lower and the standard of living is 25 percent higher than in Canada.
