The Order was read for the consideration at report stage of Bill C-4, An Act to implement the Agreement among the Government of Canada, Governments of Member States of the European Space Agency, the Government of Japan, the Government of the Russian Federation, and the Government of the United States of America concerning Cooperation on the Civil International Space Station and to make related amendments to other Acts, as reported by the Standing Committee on Industry with an amendment.
Mr. MacAulay (Solicitor General of Canada) for Mr. Manley (Minister of Industry), seconded by Mr. Eggleton (Minister of National Defence), moved, -- That the Bill be concurred in at report stage.
The question was put on the motion and it was agreed to.
Accordingly, the Bill was concurred in at report stage.
Pursuant to Standing Order 76.1(11), Mr. MacAulay (Solicitor General of Canada) for Mr. Manley (Minister of Industry), seconded by Mr. Eggleton (Minister of National Defence), moved, -- That the Bill be now read a third time and do pass.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cadman (Surrey North), seconded by Mr. Casson (Lethbridge), Bill C-328, An Act to amend the Corrections and Conditional Release Act (withdrawal of applications for full parole by offenders serving two or more years), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

PRIVATE MEMBERS' BUSINESS
At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
Mr. Morrison (Cypress Hills -- Grasslands), seconded by Mr. Gilmour (Nanaimo -- Alberni), moved, -- That, in the opinion of this House, a minimum of 20 per cent of federal excise tax revenues on gasoline should be directed to joint federal and provincial programs to upgrade or renew many sub-standard sections of the national highway system. (Private Members' Business M-136)
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
