Presenting Reports from Inter-parliamentary Delegations

Mr. Easter (Malpeque), from the Standing Committee on Fisheries and Oceans, presented the First Report of the Committee (authorisation to travel). -- Sessional Paper No. 8510-362-15.


Mr. Godfrey (Don Valley West), from the Standing Committee on Human Resources Development and the Status of Persons with Disabilities, presented the First Report of the Committee (Interim Report on Children and Youth at Risk). -- Sessional Paper No. 8510-362-16.

Mr. Williams (St. Albert), from the Standing Committee on Public Accounts, presented the Third Report of the Committee (Other Audit Observations in the April 1999 Report of the Auditor General of Canada). -- Sessional Paper No. 8510-362-17.

Pursuant to Standing Order 109, the Committee was requested by the government to table a comprehensive response.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. MacAulay (Solicitor General of Canada), Bill C-22, An Act to facilitate combatting the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to facilitate combatting the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence".

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Forseth (New Westminster -- Coquitlam -- Burnaby), seconded by Mr. Grewal (Surrey Central), Bill C-406, An Act to amend the Criminal Code (proceeds of crime), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Forseth (New Westminster -- Coquitlam -- Burnaby), seconded by Mr. Grewal (Surrey Central), Bill C-407, An Act to amend the Criminal code (judicial review), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Forseth (New Westminster -- Coquitlam -- Burnaby), seconded by Mr. Grewal (Surrey Central), Bill C-408, An Act to amend the Criminal Code (prostitution), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Solberg (Medicine Hat), seconded by Mr. McNally (Dewdney -- Alouette), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    "the First Report of the Standing Committee on Finance, presented on Friday, December 10, 1999, be not now concurred in, but that it be recommitted to the Standing Committee on Finance with instruction that they amend the same, so as to recommend that the government re-index the income tax system to inflation by immediately eliminating bracket creep."

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Godin (Acadie -- Bathurst), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), moved, -- That, in the opinion of this House, the government should take immediate action to restore Employment Insurance benefits to seasonal workers. (Private Members' Business M-222)

Mr. Hubbard (Miramichi), seconded by Mr. Wilfert (Oak Ridges), -- That the motion be amended by deleting all the words after the words ``immediate action to'' and substituting the following:

    ``review Employment Insurance benefits for seasonal workers.''
