Message on Estimates

    Her Excellency the Governor General transmits to the House of Commons Main Estimates of sums required for the service of Canada for the fiscal year ending on March 31, 2001, and in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Motions

By unanimous consent, it was ordered, -- That the Order for the second reading of Bill C-204, An Act to amend the Employment Insurance Act (parental benefits), standing on the Order Paper in the name of Mr. Szabo (Mississauga South), be discharged and the Bill be withdrawn.


By unanimous consent, it was ordered, -- That, in accordance with subsection 53(3) of the Act to extend the present laws of Canada that protect the privacy of individuals and that provide individuals with a right of access to personal information about themselves, chapter P-21, Revised Statutes of Canada 1985, this House approve the re-appointment of Bruce Phillips as Privacy Commissioner for a term of four months, effective May 1, 2000.

Questions on Order Paper

Pursuant to Standing Order 39(7), the following question was made an Order for Return:

    Q-61 -- Mr. Pankiw (Saskatoon -- Humboldt) -- For each of the past five (5) fiscal years and with respect to federal funds used in the promotion of French and English across Canada, what has the government through the Department of Heritage determined to be: (a) the total amount spent on promoting French in communities outside Quebec; (b) the total amount spent on promoting English within Quebec; (c) the names of all organizations, in respect of the foregoing, and the amount of funding received by each; (d) the total number of Francophones, by mother tongue, who reside outside Quebec; and (e) the total number of Anglophones, by mother tongue, who reside within Quebec?

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Minister of Public Works and Government Services), -- That this House approves in general the budgetary policy of the Government. (Ways and Means Proceedings No. 5)

The debate continued.

Mr. Manning (Calgary Southwest), seconded by Mr. Solberg (Medicine Hat), moved the following amendment, -- That the motion be amended by replacing all the words after the word ``That'' with the following:

    ``the House of Commons rejects the government's Budget statement because it totally ignores the gross mismanagement of grants and contritutions by the Human Resources Development Department, and continues the tradition of hidden tax hikes and boondoggle-prone spending that denies Canadians real tax relief.''

Debate arose thereon.

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Desrochers (Lotbinière), moved the following sub-amendment, -- That the amendment be amended by adding after the words ``real tax relief'' the following:

    ``and real and immediate adjustments in the employment insurance system as well as in transfers to the provinces to fund health care, education and social assistance.''

Debate arose thereon.
