Her Excellency the Governor General recommends to the
House of Commons the appropriation of public revenue under the
circumstances, in the manner and for the purposes set out in a
measure entitled "An Act respecting immigration to Canada and the
granting of refugee protection to persons who are displaced,
persecuted or in danger".
Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Jennings (Notre-Dame-de-Grâce -- Lachine), seconded by Mr. McTeague (Pickering -- Ajax -- Uxbridge), Bill C-471, An Act to amend the Competition Act (international mutual assistance and references) and the Competition Tribunal Act (references), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The House resumed consideration of the motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Lunn (Saanich -- Gulf Islands), -- That, in the opinion of this House, the government should convene a meeting of "like-minded" nations in order to develop a multilateral plan of action to reform international organizations (e.g. International Monetary Fund, World Bank, United Nations) so that they can identify the precursors of conflict and establish multilateral conflict-prevention initiatives. (Private Members' Business M-30)

Mr. Grewal (Surrey Central), seconded by Mr. Hanger (Calgary Northeast), moved the following amendment, -- That the motion be amended by replacing all the words after the word ``should'' with the following:

``continue and intensify efforts with other nations to further
develop multilateral initiatives in order to strengthen the
capacity of international organizations (e.g. International
Monetary Fund, World Bank, United Nations) to enable them to
identify the precursors to conflict and improve their conflict
prevention capabilities.''
