Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Thompson (New Brunswick Southwest), seconded by Mr. Borotsik (Brandon -- Souris), Bill C-262, An Act to establish the rights of fishers including the right to be involved in the process of fisheries stock assessment, fish conservation, setting of fishing quotas, fishing licensing and the public right to fish and establish the right of fishers to be informed of decisions affecting fishing as a livelihood in advance and the right to compensation if other rights are abrogated unfairly, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Borotsik (Brandon -- Souris), seconded by Mr. Thompson (New Brunswick Southwest), Bill C-263, An Act to establish a national committee to develop policies and procedures to ensure coordination in the delivery of programs by governments in the case of agricultural losses or disasters created by weather, pests, shortages of goods or services or market conditions, and the coordination of the delivery of information, assistance, relief and compensation and to study the compliance of such programs with World Trade Organization requirements, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

APPLICATION FOR EMERGENCY DEBATE
Pursuant to Standing Order 52, Mr. Borotsik (Brandon -- Souris) asked for leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, agricultural policy.
The Speaker decided that the matter was proper to be discussed and, pursuant to Standing Order 52(9), directed that it be considered on Tuesday, February 13, 2001, immediately following the taking of the deferred recorded divisions.
