Presenting Reports from Committees
Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the 17th Report of the Committee (Chapters 26 and 27 of the December 2000 Report of the Auditor General of Canada). — Sessional Paper No. 8510-371-136.
Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Bachand (Richmond--Arthabaska) , moved, — That this House condemn the government for its failure to implement a national security policy to address the broad range of security issues, including those at Canadian ports of entry and borders, and call on the government to reassert Parliament’s relevance in these and other public policy issues.
Debate arose thereon.
The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 Members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.
After ten minutes, a quorum was found.
The House resumed consideration of the motion of Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Bachand (Richmond--Arthabaska) , in relation to the Business of Supply.

Pursuant to Order made Wednesday, February 27, 2002, the House proceeded to the taking of the deferred recorded division on the motion of Ms. McDonough (Halifax) , seconded by Mr. Blaikie (Winnipeg--Transcona) , — That, in response to Canadians’ desire to save Canada as a sovereign nation and strengthen our distinctive contribution in the world, this House calls upon the government to reflect in its budgetary policy the New Democratic Party 12-Point Plan to Save Canada.
