The Speaker informed the House that a vacancy had occurred in the representation in the House of Commons, for the Electoral District of Berthier—Montcalm, in the Province of Quebec, by reason of the resignation of Mr. Bellehumeur (Berthier--Montcalm) , and that, pursuant to paragraph 25(1)(b) of the Parliament of Canada Act, he had addressed, earlier today, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

And of the amendment of Mr. Moore (Port Moody--Coquitlam--Port Coquitlam) , seconded by Mr. Kenney (Calgary Southeast) , — That the motion be amended by deleting all the words after the word "That" and substituting the following:
“this House declines to give second reading to Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, since the Bill reflects several principles unrelated to transport and government operations, rendering it impractical for the Standing Committee on Transport and Government Operations to properly consider it.”.
The House proceeded to the taking of the deferred recorded division on the subamendment of Mr. Bigras (Rosemont--Petite-Patrie) , seconded by Ms. Dalphond-Guiral (Laval Centre) , — That the amendment be amended by adding after the word “principles” the following:
“that violate human rights and freedoms, which have been denounced by the Privacy Commissioner and are”.
