Presenting Reports from Committees

Mr. Pratt (Nepean—Carleton) , from the Standing Committee on National Defence and Veterans Affairs, presented the Fourth Report of the Committee (Facing Our Responsibilities: The state of readiness of the Canadian Forces). — Sessional Paper No. 8510-371-167.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 5, 7, 8, 10 to 19, 22 to 37, 41 to 50 and 52) was tabled.

Motions

The following motion, standing on the Order Paper in the name of Mr. Harper (Leader of the Opposition), was called and, pursuant to Standing Order 81(4)(b), was deemed adopted, — That consideration by the Standing Committee on Agriculture and Agri-Food of Votes 1, 5, 10, 15, 20, 25, 30, 35 and 40 under AGRICULTURE AND AGRI-FOOD in the Main Estimates for the fiscal year ending March 31, 2003, be extended beyond May 31, 2002.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Government Orders

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be now read a second time and referred to a legislative committee;

And of the amendment of Mr. Moore (Port Moody—Coquitlam—Port Coquitlam) , seconded by Mr. Kenney (Calgary Southeast) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    “this House declines to give second reading to Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, since the Bill reflects several principles unrelated to transport and government operations, rendering it impractical for the Standing Committee on Transport and Government Operations to properly consider it.”.

The debate continued.

The question was put on the amendment and it was negatived on division.

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be now read a second time and referred to a legislative committee.

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be now read a second time and referred to a legislative committee.

The debate continued.

Mr. MacKay (Pictou—Antigonish—Guysborough) , seconded by Mr. Keddy (South Shore) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    “this House declines to give second reading to Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, because it constitutes an autocratic power grab by the Liberal government at the expense of parliamentary oversight and the civil liberties of Canadians.”.

Debate arose thereon.

Mr. Laframboise (Argenteuil—Papineau—Mirabel) , seconded by Mr. Bigras (Rosemont—Petite-Patrie) , moved the following subamendment, — That the amendment be amended by adding the following:

    “, a denial of rights and freedoms, as recently denounced in the most recent report of Amnesty International.”.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-333, An Act to establish and maintain a national registry of sex offenders to protect the children and communities of Canada.

Mr. White (Langley—Abbotsford) , seconded by Mr. Reid (Lanark—Carleton) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.
