Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Canada Pension Plan and the Canada Pension Plan Investment Board Act”.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina—Qu'Appelle) , seconded by Ms. Lill (Dartmouth) , Bill C-473, An Act to ensure the necessary supply of patented drugs in cases of domestic emergency or to deal with crises in countries that receive assistance from Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Penson (Peace River) , seconded by Mr. Chatters (Athabasca) , moved, — That, after overpaying at least $3.3 billion to several provinces as a result of its own accounting errors, this House calls upon the government to forgive any past revenue overpayments to the provinces since retroactively clawing back these revenues would severely affect the provinces' ability to pay for healthcare, education and social services.
Debate arose thereon.
Mr. Loubier (Saint-Hyacinthe—Bagot) , seconded by Ms. Picard (Drummond) , moved the following amendment, — That the motion be amended by adding the following:
“and to give compensation to others which have not benefited from these errors.”.
