Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

BOARD OF INTERNAL ECONOMY

The Speaker informed the House that Mr. Kilger (Stormont -- Dundas -- Charlottenburgh) had been appointed member of the Board of Internal Economy for the purposes and under the provisions of the Act to amend the Parliament of Canada Act, Chapter 32, Statutes of Canada, 1997.

WAYS AND MEANS

Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion relating to assessments of expenses of a financial consumer agency. (Ways and Means Proceedings No. 1) -- Sessional Paper No. 8570-371-1.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

ADDRESS IN REPLY TO THE SPEECH FROM THE THRONE

The House resumed consideration of the motion Mr. Macklin (Northumberland), seconded by Ms. Allard (Laval East), -- That the following Address be presented to Her Excellency the Governor General:

To Her Excellency the Right Honourable Adrienne Clarkson, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Governor General and Commander-in-Chief of Canada.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament.

The debate continued.

Mr. Day (Okanagan -- Coquihalla), seconded by Miss Grey (Edmonton North), moved the following amendment, -- That the motion be amended by adding the following:

"And this House regrets to inform Your Excellency that although there are a few initiatives in the Speech from the Throne worthy of support, your advisors have not provided the leadership Canadians deserve from a new government by their failure to commit to real tax relief, fair criminal justice reform, stabilizing social programs, empowering Members of Parliament to vote freely on behalf of their constituents, fighting for the family farm and failing to embark on a new era of respect and co-operation with the provinces."

Debate arose thereon.

Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. Gauthier (Roberval), moved the following sub-amendment, -- That the amendment be amended by adding, after the word "provinces", the following:

``and, consequently, Canadian federalism offers Quebec no option for redefining the partnership between Quebec and Canada except to become a sovereign country.''

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That the House continue to sit until the Leaders of all recognized parties have spoken in the debate on the Address in Reply to the Speech from the Throne and shall immediately thereafter adjourn to the next sitting day.
