ADDRESS IN REPLY TO THE SPEECH FROM THE THRONE

The House resumed consideration of the motion of Mr. Macklin (Northumberland), seconded by Ms. Allard (Laval East), -- That the following Address be presented to Her Excellency the Governor General:

      To Her Excellency the Right Honourable Adrienne Clarkson, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Governor General and Commander-in-Chief of Canada.
      MAY IT PLEASE YOUR EXCELLENCY:
      We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;

And of the amendment of Mr. Day (Okanagan -- Coquihalla), seconded by Miss Grey (Edmonton North), -- That the motion be amended by adding the following:

    "and this House regrets to inform Your Excellency that although there are a few initiatives in the Speech from the Throne worthy of support, your advisors have not provided the leadership Canadians deserve from a new government by their failure to commit to real tax relief, fair criminal justice reform, stabilizing social programs, empowering Members of Parliament to vote freely on behalf of their constituents, fighting for the family farm and failing to embark on a new era of respect and co-operation with the provinces."

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Stewart (Minister of Human Resources Development), seconded by Mr. Goodale (Minister of Natural Resources), Bill C-2, An Act to amend the Employment Insurance Act and the Employment Insurance (Fishing) Regulations, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Employment Insurance Act and the Employment Insurance (Fishing) Regulations".


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Goodale (Minister of Natural Resources), seconded by Mr. Anderson (Minister of the Environment), Bill C-3, An Act to amend the Eldorado Nuclear Limited Reorganization and Divestiture Act and the Petro-Canada Public Participation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Goodale (Minister of Natural Resources), seconded by Mr. Anderson (Minister of the Environment), Bill C-4, An Act to establish a foundation to fund sustainable development technology, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Anderson (Minister of the Environment), seconded by Mr. Collenette (Minister of Transport), Bill C-5, An Act respecting the protection of wildlife species at risk in Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
