Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian parliamentary delegation of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the APF Political Committee meeting held in Port Louis, Mauritius, from May 10 to 12, 2001. -- Sessional Paper No. 8565-371-52-05.

Presenting Reports from Committees

Mr. Schmidt (Kelowna), from the Standing Joint Committee for the Scrutiny of Regulations, presented the Second Report of the Committee (Fresh Fruit and Vegetable Regulations, C.R.C. 1978, c. 285). -- Sessional Paper No. 8510-371-62.

Pursuant to Standing Order 123, it was noted that the Report contained a proposed resolution to revoke section 58 of the Fresh Fruit and Vegetable Regulations, C.R.C. 1978, c. 285.

A copy of the relevant Minutes of Proceedings (Meeting No. 5) was tabled.

By unanimous consent, Mr. Sorenson (Crowfoot), seconded by Mr. Spencer (Regina -- Lumsden -- Lake Centre), moved Motion No. 1, -- That Bill C-25, in Clause 5, be amended by replacing lines 12 to 18 on page 2 with the following:

``services and products to farming operations and to those small and medium-sized businesses in rural Canada that are businesses related to farming. The primary focus of the activities of the Corporation shall be on farming operations.''

By unanimous consent, Mr. Sorenson (Crowfoot), seconded by Mr. Spencer (Regina -- Lumsden -- Lake Centre), moved Motion No. 2, -- That Bill C-25, in Clause 5, be amended by replacing lines 32 and 33 on page 2 with the following:

``that complement but do not directly compete with those available from the private sector, or that complement but do not duplicate those provided by other publicly owned institutions;''

By unanimous consent, Mr. Sorenson (Crowfoot), seconded by Mr. Spencer (Regina -- Lumsden -- Lake Centre), moved Motion No. 3, -- That Bill C-25, in Clause 5, be amended by adding after line 44 on page 2 the following:

``(f.4.1) dispose of farmland acquired by it, provided that the disposal is at fair market value and is done as quickly as possible, and in any case no longer than five years, after the acquisition.''

The question was put on Motion No. 3 and it was agreed to.

Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), moved, -- That the Bill be now read a third time and do pass.

Mr. Day (Okanagan -- Coquihalla), seconded by Mr. Reynolds (West Vancouver -- Sunshine Coast), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

``Bill C-28, An Act to amend the Parliament of Canada Act, the Members of Parliament Retiring Allowances Act and the Salaries Act, be not now read a third time, but be referred back to a Committee of the Whole for the purposes of reconsidering Clause 29 to study its impact on the Prime Minister's pension taking into account the recommendation from the Lumley Commission that the changes to Member's compensation ``not result in any material impact, either positive or negative, to the benefits that Parliamentarians receive from the pension plan''''.

MOTIONS

By unanimous consent, it was ordered, -- That on Tuesday, June 12, 2001, at 3:00 p.m., the Member for Markham shall propose, seconded by the Deputy Prime Minister, the Members for Medicine Hat, Laurier -- Sainte-Marie, Winnipeg Transcona and Calgary-Centre, the motion concerning honorary citizenship for Nelson Mandela, notice of which was given earlier this day, provided that, after speeches of no more than five minutes by the mover and up to two Members of each party, the question on the motion without amendment shall be put without further debate and any division requested shall be deferred until the expiry of the time provided for Government Orders that day.
