Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cadman (Surrey North), seconded by Mr. Chatters (Athabasca), Bill C-250, An Act to amend the Criminal Code (theft of a motor vehicle), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cadman (Surrey North), seconded by Mr. Chatters (Athabasca), Bill C-251, An Act to amend the Criminal Code (abduction), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Stinson (Okanagan -- Shuswap), seconded by Mr. Chatters (Athabasca), Bill C-252, An Act to amend the Corrections and Conditional Release Act (Statutory release granted only when earned and subject to mandatory supervision), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
By unanimous consent and pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Crête (Kamouraska -- Rivière-du-Loup -- Témiscouata -- Les Basques), seconded by Mr. Lebel (Chambly), Bill C-253, An Act to amend the Canada Marine Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
By unanimous consent and pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Kraft Sloan (York North) for Mr. Lincoln (Lac-Saint-Louis), seconded by Mr. Jackson (Bruce-Grey-Owen Sound), Bill C-254, An Act to protect human health and the environment by oxygenating automotive fuels and eliminating the gasoline additive MMT, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS
The Order was read for the consideration of the Business of Supply.
Mr. Day (Okanagan -- Coquihalla), seconded by Mr. Chatters (Athabasca), moved, -- That this House adopt the following policy from Liberal Redbook 1 and call for its implementation by the government: ``A Liberal Government will appoint an independent Ethics Counsellor to advise both public officials and lobbyists in the day-to-day application of the Code of Conduct for Public Officials. The Ethics Counsellor will be appointed after consultation with the leaders of all parties in the House of Commons and will report directly to Parliament.''

Mr. Strahl (Fraser Valley), seconded by Mr. Spencer (Regina -- Lumsden -- Lake Centre), moved the following amendment, -- That the motion be amended by adding the word ``immediate'' before the word ``implementation''.
