The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Kilger (Stormont—Dundas—Charlottenburgh) , Deputy Speaker and Chair of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Government Operations and Estimates of Bill C-41, An Act to amend certain Acts.

Pursuant to Standing Order 73(1), Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) , seconded by Mr. Bevilacqua (Secretary of State (International Financial Institutions)) , moved, — That the Bill be referred forthwith to the Standing Committee on Government Operations and Estimates.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, Bill C-41, An Act to amend certain Acts, was referred to the Standing Committee on Government Operations and Estimates.


The Order was read for the second reading and reference to the Standing Committee on National Defence and Veterans Affairs of Bill C-37, An Act to amend the Canadian Forces Superannuation Act and to make consequential amendments to other Acts.

Mr. Anderson (Minister of the Environment) for Mr. McCallum (Minister of National Defence) , seconded by Mr. Easter (Solicitor General of Canada) , moved, — That the Bill be now read a second time and referred to the Standing Committee on National Defence and Veterans Affairs.
