The Order was read for the consideration at report stage of Bill S-2, An Act to implement an agreement, conventions and protocols concluded between Canada and Kuwait, Mongolia, the United Arab Emirates, Moldova, Norway, Belgium and Italy for the avoidance of double taxation and the prevention of fiscal evasion and to amend the enacted text of three tax treaties, as reported by the Standing Committee on Foreign Affairs and International Trade without amendment.

Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Manley (Minister of Finance) , seconded by Mr. Vanclief (Minister of Agriculture and Agri-Food) , moved, — That the Bill be concurred in at report stage.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, November 25, 2002, at the ordinary hour of daily adjournment.

Mr. Bélanger (Ottawa—Vanier) , seconded by Mr. Jordan (Leeds—Grenville) , moved, — That the Bill be now read a second time and referred to a legislative committee.

Debate arose thereon.

Statement by the Speaker

The Speaker ruled that Bill C-317, An Act to amend the Income Tax Act (allowances paid to elected provincial or municipal officials), was improperly before the House and declared the first reading proceedings nul and void.

Accordingly, the Order for second reading of the Bill was discharged and the item was dropped from the Order Paper.

Private Members' Business

The House resumed consideration of the motion of Mr. Bélanger (Ottawa—Vanier) , seconded by Mr. Jordan (Leeds—Grenville) , — That Bill C-202, An Act to amend the Canada Health Act (linguistic duality), be now read a second time and referred to a legislative committee.

The debate continued.
