Presenting Reports from Committees

Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the First Report of the Committee (Chapter 13 of the December 2001 Report of the Auditor General of Canada—Heating fuel rebate). — Sessional Paper No. 8510-372-7.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meeting No. 3) was tabled.

Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the Second Report of the Committee (Chapter 13 of the December 2001 Report of the Auditor General of Canada—Human Resources Development Canada and the Canada Employment Insurance Commission). — Sessional Paper No. 8510-372-8.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment) , seconded by Mrs. Stewart (Minister of Human Resources Development) , — That this House call upon the government to ratify the Kyoto Protocol on climate change. (Government Business No. 9)

Government Orders

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Manley (Minister of Finance) , seconded by Mr. Vanclief (Minister of Agriculture and Agri-Food) , — That Bill S-2, An Act to implement an agreement, conventions and protocols concluded between Canada and Kuwait, Mongolia, the United Arab Emirates, Moldova, Norway, Belgium and Italy for the avoidance of double taxation and the prevention of fiscal evasion and to amend the enacted text of three tax treaties, be concurred in at report stage.

The question was put on the motion and, by unanimous consent, it was agreed to on division.

Accordingly, the Bill was concurred in at report stage and ordered for a third reading at the next sitting of the House.

Motions

By unanimous consent, it was resolved, — That the First Report of the Standing Joint Committee for the Scrutiny of Regulations, presented on Thursday, November 21, 2002, be concurred in.

By unanimous consent, it was ordered, — That the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources be authorized to travel from place to place within Canada during its consideration of Bill C-7, First Nations Governance Act, and that the necessary staff do accompany the Committee.
