Presenting Reports from Committees

Mrs. Barnes (London West) , from the Standing Committee on Finance, presented the First Report of the Committee (Bill C-3, An Act to amend the Canada Pension Plan and the Canada Pension Plan Investment Board Act, without amendment). — Sessional Paper No. 8510-372-10.

A copy of the relevant Minutes of Proceedings (Meeting Nos. 29 and 30) was tabled.

Mr. Adams (Peterborough) , from the Standing Committee on Procedure and House Affairs, presented the 12th Report of the Committee, which was as follows:

The Committee recommends, pursuant to Standing Orders 104 and 114, the following changes in the membership of standing committees:

Canadian Heritage

Liza Frulla for Roger Gallaway

Transport

Roger Gallaway for Paul Szabo

The Committee also recommends, pursuant to Standing Orders 104 and 114, that the following Member be added to the list of associate members of the Standing Committee on Transport:

Motions

By unanimous consent, it was resolved, — That the 12th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

By unanimous consent, it was ordered, — That a special committee of the House be appointed to consider and to make recommendations on the modernization and improvement of the procedures of the House of Commons;

That the Members of the committee shall be the Deputy Speaker, the House Leaders and the Caucus Chairs of each of the officially recognized parties, provided that substitutions may be made from time to time, if required, in the manner provided for in Standing Order 114(2);

That, notwithstanding any Standing Order, the Chair of the committee shall be the Deputy Speaker and the Vice-Chairs shall be the Leader of the Government in the House of Commons and the House Leader of the Official Opposition;

That the committee shall have all of the powers granted to standing committees in Standing Order 108, as well as the power to travel inside and outside Canada;

That the committee shall not adopt any report without the unanimous agreement of all the Members of the committee;

That the committee may make recommendations for changes to relevant statutes and, if it does so, such recommendations shall be deemed to have been made pursuant to an Order adopted pursuant to Standing Order 68(4); and

That the committee shall present its final report no later than Wednesday, April 30, 2003.

Government Orders

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment) , seconded by Mrs. Stewart (Minister of Human Resources Development) , — That this House call upon the government to ratify the Kyoto Protocol on climate change. (Government Business No. 9)

The debate continued.

Mr. Mills (Red Deer) , seconded by Mr. Penson (Peace River) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“this House call upon the government not to ratify the Kyoto Protocol on climate change until an implementation plan is in place that Canadians understand, setting out the costs and benefits and how the targets are to be reached and until the plan can be agreed to by the provinces.”.

Debate arose thereon.

Government Orders

The Order was read for the third reading of Bill S-2, An Act to implement an agreement, conventions and protocols concluded between Canada and Kuwait, Mongolia, the United Arab Emirates, Moldova, Norway, Belgium and Italy for the avoidance of double taxation and the prevention of fiscal evasion and to amend the enacted text of three tax treaties.

Mr. Pettigrew (Minister for International Trade) for Mr. Manley (Minister of Finance) , seconded by Mr. Nault (Minister of Indian Affairs and Northern Development) , moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.
