At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-214, An Act to amend the Criminal Code (dangerous child sexual predators).

Mr. Hanger (Calgary Northeast) , seconded by Mr. Day (Okanagan—Coquihalla) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

Government Orders

The Order was read for the consideration at report stage of Bill C-6, An Act to establish the Canadian Centre for the Independent Resolution of First Nations Specific Claims to provide for the filing, negotiation and resolution of specific claims and to make related amendments to other Acts, as reported by the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Ms. Robillard (President of the Treasury Board) for Mr. Nault (Minister of Indian Affairs and Northern Development) , seconded by Mr. Owen (Secretary of State (Western Economic Diversification) (Indian Affairs and Northern Development)) , moved Motion No. 7, — That Bill C-6, in Clause 76, be amended by replacing lines 20 to 30 on page 29 with the following:

“(2) On completion of the review, the Minister shall cause to be prepared and sign a report that sets out a statement of any changes to this Act, including any changes to the functions, powers or duties of the Centre or either of its divisions, that the Minister recommends.

(3) The Minister shall submit to each House of Parliament a copy of the report on any of the first 90 days on which that House is sitting after the Minister signs the report, and each House shall refer the report to the appropriate committee of that House.”

Debate arose on Motion No. 7.

Mr. Owen (Secretary of State (Western Economic Diversification) (Indian Affairs and Northern Development)) for Mr. Nault (Minister of Indian Affairs and Northern Development) , seconded by Mr. Mitchell (Secretary of State (Rural Development) (Federal Economic Development Initiative for Northern Ontario)) , moved, — That Bill C-6, An Act to establish the Canadian Centre for the Independent Resolution of First Nations Specific Claims to provide for the filing, negotiation and resolution of specific claims and to make related amendments to other Acts, as amended be concurred in at report stage with a further amendment.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, February 4, 2003, at the expiry of the time provided for Oral Questions.

Mr. Epp (Elk Island) , seconded by Mr. Strahl (Fraser Valley) , moved the following amendment, — That the motion be amended by deleting all the words after the word '“That” and substituting the following:

“Bill C-20, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act, be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject-matter thereof referred to the Standing Committee on Justice and Human Rights.”.

Debate arose thereon.
