Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Ms. Bulte (Parkdale—High Park) presented the report of the Canadian Branch of the Commonwealth Parliamentary Association (CPA) concerning its participation at the Bilateral visit to the Islands of Guernsey and Alderney from March 23 to 28, 2003. — Sessional Paper No. 8565-372-53-04.

Presenting Reports from Committees

Mr. Fontana (London North Centre) , from the Standing Committee on Citizenship and Immigration, presented the Third Report of the Committee, “The Provincial Nominee Program: A Partnership to Attract Immigrants to All Parts of Canada”. — Sessional Paper No. 8510-372-69.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Mr. Bob Kilger (Deputy Speaker and Chair of Committees of the Whole) , from the Legislative Committee on Bill C-17, presented the First Report of the Committee (Bill C-17, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, with amendments). — Sessional Paper No. 8510-372-70.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pankiw (Saskatoon—Humboldt) , seconded by Mr. Borotsik (Brandon—Souris) , Bill C-434, An Act to amend the Criminal Code (consecutive sentence for use of firearm in commission of offence), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

The House resumed consideration of the motion of Mr. Easter (Solicitor General of Canada) , seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) , — That Bill C-33, An Act to implement treaties and administrative arrangements on the international transfer of persons found guilty of criminal offences, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, May 13, 2003, at the expiry of the time provided for Oral Questions.
