Pursuant to Standing Order 73(1), Mr. Saada (Leader of the Government in the House of Commons) , seconded by Mr. Bélanger (Deputy Leader of the Government in the House of Commons) , moved, — That the Bill be referred forthwith to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

By unanimous consent, it was ordered, — That, when the question is put later today on the motion for referral to committee before second reading of Bill C-3, An Act to amend the Canada Elections Act and the Income Tax Act, the motion be deemed carried on division.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Mr. Alcock (President of the Treasury Board) for Mr. Cotler (Minister of Justice) , seconded by Mr. Volpe (Minister of Human Resources and Skills Development) , moved Motion No. 1, — That Bill C-12, in Clause 6, be amended:

(a) by replacing, in the French version, line 45 on page 5 with the following:

“vend, annonce, rend accessible ou a”

(b) by replacing, in the French version, line 1 on page 6 with the following:

“de vendre, d'annoncer ou de rendre”

Ms. Davies (Vancouver East) , seconded by Mr. Masse (Windsor West) , moved Motion No. 2, — That Bill C-12 be amended by deleting Clause 7.

Mr. Alcock (President of the Treasury Board) for Mr. Cotler (Minister of Justice) , seconded by Mr. Volpe (Minister of Human Resources and Skills Development) , moved Motion No. 3, — That Bill C-12, in Clause 27, be amended by replacing lines 5 to 20 on page 24 with the following:

“ 27. If Bill C-7, introduced in the 3rd Session of the 37th Parliament and entitled the Public Safety Act, 2002 (the “other Act”), receives royal assent and section 10 of this Act comes into force before the coming into force of any provision of the definition “offence” in section 183 of the Criminal Code, as enacted by section 108 of the other Act, then, on the later of that assent and the coming into force of that section 10, paragraph (a) of the definition “offence” in section 183 of the Criminal Code, as enacted by that section 108, is amended by adding the following after subparagraph (xxvii):

(xxvii.1) section 162 (voyeurism),”
