Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Price (Compton—Stanstead) presented the Report of the Canadian NATO Parliamentary Association respecting its participation at the 49th Annual Session of the NATO Parliamentary Assembly, held in Orlando, Florida, from November 7 to 11, 2003. — Sessional Paper No. 8565-373-50-03.

Presenting Reports from Committees

Mr. Boudria (Glengarry—Prescott—Russell) , from the Standing Committee on Official Languages, presented the First Report of the Committee (Supplementary Estimates (B), 2003-2004 — Vote 25b under PRIVY COUNCIL). — Sessional Paper No. 8510-373-06.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Wasylycia-Leis (Winnipeg North Centre) , seconded by Ms. Lill (Dartmouth) , Bill C-488, An Act to amend the Excise Tax Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, — That the motion for third reading of Bill C-10, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act, standing on the Order Paper as having been seconded by Mr. Assadourian (Brampton Centre) , be amended by the substitution of Mr. Bagnell (Parliamentary Secretary to the Minister of Indian Affairs and Northern Development) as seconder of the motion.


By unanimous consent, it was ordered, — That, at the conclusion of the debate on today's opposition motion, all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred until Tuesday, March 9, 2004, at the expiry of the time provided for Government Orders.

Mr. Hill (Macleod) , seconded by Mr. Ritz (Battlefords—Lloydminster) , moved, — That the government reallocate its resources from wasteful and unnecessary programs such as the sponsorship program, or badly managed programs such as the gun registry, to address the agricultural crisis at the farm gate across Canada.

Debate arose thereon.

Mr. Ritz (Battlefords—Lloydminster) , seconded by Mr. Reid (Lanark—Carleton) , moved the following amendment, — That the motion be amended by adding the following:

“by implementing the Conservative Party of Canada's one billion dollar plan”.

Ms. Bourgeois (Terrebonne—Blainville) , seconded by Ms. Guay (Laurentides) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
