At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Government Operations and Estimates of Bill C-486, An Act to amend the Constitution Act, 1867.

Mr. O'Brien (London—Fanshawe) , seconded by Mr. Castonguay (Madawaska—Restigouche) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Government Operations and Estimates.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment) , seconded by Mr. Coderre (President of the Queen's Privy Council for Canada) , — That Bill C-28, An Act to amend the Canada National Parks Act, be now read a third time and do pass.
