At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
The Order was read for the second reading and reference to the Standing Committee on Environment and Sustainable Development of Bill S-8, An Act concerning personal watercraft in navigable waters.
Mr. Lincoln (Lac-Saint-Louis) , seconded by Ms. Leung (Vancouver Kingsway) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.
Debate arose thereon.
Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

The House resumed consideration of the motion of Mr. Mitchell (Minister of Indian Affairs and Northern Development) , seconded by Mr. Owen (Minister of Public Works and Government Services) , — That Bill C-23, An Act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts, be now read a third time and do pass;
And of the amendment of Mr. Loubier (Saint-Hyacinthe—Bagot) , seconded by Mr. Cardin (Sherbrooke) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“Bill C-23, an act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts, be not now read a third time because it fails to meet the needs of most First Nations.”.
