Accordingly, the Bill was concurred in at report stage and read a second time, and, by unanimous consent, ordered for a third reading later today.
The Order was read for the third reading of Bill C-34, An Act to amend the Migratory Birds Convention Act, 1994 and the Canadian Environmental Protection Act, 1999.

Mr. Duncan (Vancouver Island North) , seconded by Mr. Lunney (Nanaimo—Alberni) , moved, — That, in the opinion of this House, the government should establish a Yearly Basic Exemption (YBE) within the Employment Insurance program whereby the first $3,000 of earnings is not subject to Employment Insurance premiums, similar to the YBE of $3,500 allowed by the Canadian Pension Plan program.
