The Order was read for the second reading and reference to the Standing Committee on Industry, Science and Technology of Bill C-2, An Act to amend the Radiocommunication Act.

Pursuant to Standing Order 73(1), Ms. Robillard (Minister of Industry) , seconded by Ms. Augustine (Minister of State (Multiculturalism and Status of Women)) , moved, — That the Bill be referred forthwith to the Standing Committee on Industry, Science and Technology.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Winnipeg Centre) , seconded by Ms. Copps (Hamilton East) and, by unanimous consent, by Mr. Bryden (Ancaster—Dundas—Flamborough—Aldershot) , Bill C-474, An Act to amend the Bankruptcy and Insolvency Act (unpaid wages to rank first in priority in distribution), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

The House resumed consideration of the motion of Mr. Saada (Leader of the Government in the House of Commons) , seconded by Mr. Mitchell (Minister of Indian Affairs and Northern Development) , — That during the first thirty sitting days of the present session of Parliament, whenever a Minister of the Crown, when proposing a motion for first reading of a public bill, states that the said bill is in the same form as a Government bill in the previous session, if the Speaker is satisfied that the said bill is in the same form as the House of Commons had agreed to at prorogation, notwithstanding Standing Order 71, the said bill shall be deemed in the current session to have been considered and approved at all stages completed at the time of prorogation of the previous session; (Government Business No. 2)

And of the amendment of Mr. Breitkreuz (Yorkton—Melville) , seconded by Mr. Penson (Peace River) , — That the motion be amended by adding the following:

“excluding the following Bills:

C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts;

C-13, An Act respecting assisted human reproduction;

And of the subamendment of Mr. Merrifield (Yellowhead) , seconded by Mr. Fitzpatrick (Prince Albert) , — That the amendment be amended by adding after the words “Substances Act” the following:

“C-49, An Act respecting the effective date of the representation order of 2003.”.
