The Standing Committee on Finance met at 3:30 p.m. this day, in Room 362 East Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Rona Ambrose, Don H. Bell, Guy Côté, Charles Hubbard, Yvan Loubier, John McKay, Maria Minna, Massimo Pacetti, Brian Pallister, Charlie Penson, Monte Solberg and Judy Wasylycia-Leis.

 

Acting Members present: Richard Harris for Monte Solberg, Wajid Khan for Charles Hubbard and Jeff Watson for Brian Pallister.

 

In attendance: Library of Parliament: June Dewetering, Principal; Alexandre Laurin, Analyst.

 

Appearing: Hon. John McKay, Parliamentary Secretary to the Minister of Finance.

 

Witnesses: Department of Finance: François Delorme, Director, Federal-Provincial Relations and Social Policy Branch; Sean Keenan, Chief and Senior Program Analyst, Federal-Provincial Relations Division and Social Policy Branch; Jason Won, Chief, TFF and Northern Policy Development, Federal-Provincial Development; Clare Scullion, Senior General Counsel, Law Branch; George Marshall, Senior Policy Officer, Equalization and Policy Development, Federal-Provincial Relations Divisions.

 

The Parliamentary Secretary made a statement and answered questions.

 
Pursuant to the Order of Reference of Wednesday, February 2, 2005, the Committee commenced consideration of Bill C-24, An Act to amend the Federal-Provincial Fiscal Arrangements Act and to make consequential amendments to other Acts (fiscal equalization payments to the provinces and funding to the territories).
 

The Committee commenced its clause-by-clause study of the Bill.

 
John McKay moved, — That Bill C-24, in Clause 1, be amended by replacing line 15 on page 1 with the following:

“computed in accordance with section 4 of”

 

After debate, the question was put on the amendment of John McKay and it was agreed to on division.

 
John McKay moved, — That Bill C-24, in Clause 1, be amended by replacing lines 40 to 46 on page 6 with the following:

“April 1, 2004 pursuant to

(a) item 15 for the Department of Finance set forth in the Main Estimates for that fiscal year, as laid before the House of Commons during the thirty-seventh Parliament and as enacted by paragraph (2)(a) of Appropriation Act No. 1, 2004-2005, chapter 8 of the Statutes of Canada, 2004; and

(b) any item for the Department of Finance set forth in the supplementary estimates for that fiscal year, as laid before the House of Commons during the thirty-eighth Parliament and as enacted by any other appropriation Act.”

 

After debate, the question was put on the amendment of John McKay and it was agreed to on division.

 

Clause 1, as amended, carried on division.

 

Clause 2 carried on division.

 
John McKay moved, — That Bill C-24, in Clause 3, be amended by replacing line 46 on page 12 and line 1 on page 13 with the following:

“calculated in accordance with subsection (1.1), the Minister may recover the amount of”

 

After debate, the question was put on the amendment of John McKay and it was agreed to on division.

 

By unanimous consent, Clauses 4 to 8 inclusive carried on division.

 

The Title carried.

 

The Bill, as amended, carried on division.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 
At 4:00 p.m., the Committee proceeded to the consideration of matters related to Committee business.
 

Pursuant the motion on 48 hour motion notice agreed on Tuesday, October 12, 2004:

 

Yvan Loubier moved, — That the Standing Committee on Finance make it a priority to review the tax agreement with Barbados by calling senior officials with the Department of Finance and all other relevant witnesses to appear and should be dealt with before the summer recess. .

 

Richard Harris moved, — To add after "appear" the words "and should be dealt with before the summer recess".

 

After debate, the question was put on the subamendment of Richard Harris and it was agreed to.

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Rona Ambrose, Don H. Bell, Guy Côté, Richard Harris, Yvan Loubier, Charlie Penson, Judy Wasylycia-Leis, Jeff Watson — 8; NAYS: Wajid Khan, John McKay, Maria Minna — 3.
