The Standing Committee on Government Operations and Estimates met at 11:03 a.m. this day, in Room 308 West Block, the Chair, Leon E. Benoit, presiding.

 

Members of the Committee present: Leon E. Benoit, Ken Boshcoff, Diane Marleau, Joe Preston, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Acting Members present: Pierre Poilievre for Randy White and Benoît Sauvageau for Marcel Gagnon.

 

Other Members present: David Kilgour.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

 

Witnesses: Public Service Integrity Office: Edward W. Keyserlingk, Public Service Integrity Officer; Pierre Martel, Executive Director; Jean-Daniel Bélanger, Senior Counsel. Working Group on the Disclosure of Wrongdoing: Kenneth Kernaghan, Chair, Professor of Political Science and Management, Brock University; Hélène Beauchemin, President of HKBP Inc.; Merdon Hosking, President, Association of Canadian Financial Officers.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Edward W. Keyserlingk made a statement and answered questions.

 

At 12:11 p.m., the sitting was suspended.

At 12:14 p.m., the sitting resumed.

 

Kenneth Kernaghan made a statement and, with Hélène Beauchemin, answered questions.

 

At 1:09 p.m., the Committee adjourned to the call of the Chair.
