The Standing Committee on Government Operations and Estimates met in camera at 11:04 a.m. this day, in Room 371 West Block, the Chair, Leon E. Benoit, presiding.

 

Members of the Committee present: Leon E. Benoit, Ken Boshcoff, Diane Marleau, Pat Martin, Russ Powers, Joe Preston, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Acting Members present: Paul Crête for Marcel Gagnon, Guy Lauzon for James Moore, Pierre Poilievre for Randy White and Benoît Sauvageau for Marcel Gagnon.

 

In attendance: Parliamentary Information and Research Service: Philippe Le Goff, Analyst.

 

Witnesses: Public Service Commission of Canada: Maria Barrados, President; Gaston Arseneault, General Counsel, Legal Services Branch; Greg Gauld, Vice-President, Merit Policy and Accountability Branch.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Maria Barrados made a statement and, with the other witnesses, answered questions.

 

At 12:35 p.m., the sitting was suspended.

At 12:40 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the following witnesses: the Public Service Human Resources Management Agency of Canada and the Canada School of the Public Service, be invited to appear in relation to the consideration of the Report on Plans and Priorities 2004-2005 and the Main Estimates 2004-2005 .

 

It was agreed, — That the Public Service Commission of Canada be invited to appear in relation to the Report on Plans and Priorities 2004-2005.

 

It was agreed, — That the following witnesses: the Treasury Board Secretariat, the Governor General Secretariat, the Privy Council Office, the Canadian Intergovernmental Conference Secretariat and the Canadian Transportation Accident Investigation and Safety Board be invited to appear in relation to to the consideration of the Main Estimates 2004-2005 and the Supplementary Estimates (A) 2004-2005.

 

It was agreed, — That the following witnesses: the Information Commissioner, the Privacy Commisioner, the Public Service Integrity Officer, the Working Group on Disclosure of Wrongdoing, the Professional Institute of the Public Service of Canada, the Public Service Alliance of Canada, the Canadian Broadcasting Corporation and the Canada Post Corporation be invited to appear in relation to the study of Bill C11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.

 

It was agreed, — That the analysts draft a document summarizing the testimony heard regarding the Order in Council appointment of Mr. Gordon Feeney as Chairman of the Board of Directors of the Canada Post Corporation to be presented to the Committee for discussion.

 

At 1:19 p.m., the Committee adjourned to the call of the Chair.
