Whereupon, Mr. Galipeau (Ottawa—Orléans), Deputy Chair of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Szabo (Mississauga South), seconded by Ms. Sgro (York West), — That Bill S-202, An Act to repeal legislation that has not come into force within ten years of receiving royal assent, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The debate continued.

At 12:00 p.m., pursuant to Standing Order 93, the Acting Speaker interrupted the proceedings.

The question was put on the motion and it was agreed to.

Accordingly, Bill S-202, An Act to repeal legislation that has not come into force within ten years of receiving royal assent, was read the second time and referred to the Standing Committee on Justice and Human Rights.

The Order was read for the consideration of the amendment made by the Senate to Bill C-16, An Act to amend the Canada Elections Act.

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), seconded by Mr. Bernier (Minister of Industry), moved, — That a Message be sent to the Senate to acquaint Their Honours that this House disagrees with the amendment made by the Senate to Bill C-16, An Act to amend the Canada Elections Act.

Debate arose thereon.
