Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Thompson (Minister of Veterans Affairs) for Mr. Nicholson (Minister of Justice), seconded by Mr. Hill (Secretary of State), Bill C-59, An Act to amend the Criminal Code (unauthorized recording of a movie), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform) for Mr. Prentice (Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians), seconded by Mr. Hill (Secretary of State), Bill S-6, An Act to amend the First Nations Land Management Act, was read the first time and ordered for a second reading at the next sitting of the House.

The question was put on the motion and it was agreed to on division.

Accordingly, Bill C-55, An Act to amend the Canada Elections Act (expanded voting opportunities) and to make a consequential amendment to the Referendum Act, was read the second time and referred to the Standing Committee on Procedure and House Affairs.


The Order was read for the consideration at report stage of Bill C-14, An Act to amend the Citizenship Act (adoption), as reported by the Standing Committee on Citizenship and Immigration with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected for debate Motion No. 1.

Mr. Hill (Secretary of State) for Ms. Finley (Minister of Citizenship and Immigration), seconded by Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), moved Motion No. 1, — That Bill C-14, in Clause 2, be amended by deleting lines 27 to 30 on page 2.

Debate arose on Motion No. 1.

The question was put on Motion No. 1 and it was agreed to.

Mr. Thompson (Minister of Veterans Affairs) for Ms. Finley (Minister of Citizenship and Immigration), seconded by Mr. Hill (Secretary of State), moved, — That the Bill be concurred in at report stage with a further amendment.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage with a further amendment and ordered for a third reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, Bill C-14, An Act to amend the Citizenship Act (adoption), be deemed read a third time and passed.

Private Members' Business

At 12:58 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The Order was read for the third reading of Bill C-278, An Act to amend the Employment Insurance Act (benefits for illness, injury or quarantine).

Mr. Eyking (Sydney—Victoria), seconded by Mr. Hubbard (Miramichi), moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Pursuant to Standing Order 79, the question was not put on the motion, the Order for third reading was discharged and the item was dropped from the Order Paper.
