Royal Assent

A Message was received from Her Excellency the Governor General desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Speaker, with the Commons proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that when the Commons had been in the Senate, Her Excellency the Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Keeper (Churchill), seconded by Mr. Bagnell (Yukon), Bill C-569, An Act to ensure that the laws of Canada are consistent with the United Nations Declaration on the Rights of Indigenous Peoples, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Murphy (Charlottetown), seconded by Ms. Murray (Vancouver Quadra), Bill C-570, An Act to amend the Excise Tax Act (no GST on bicycles), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Statement by the Speaker

The Speaker ruled that the Order for second reading of Bill S-204, An Act respecting a National Philanthropy Day, standing on the Order Paper in the name of the honourable Member for Dartmouth—Cole Harbour, be dropped to the bottom of the Order of Precedence on the Order Paper to allow, pursuant to Standing Order 92, the Standing Committee on Procedure and House Affairs to report to the House on the votable status of the item.

Messages from the Senate

A message was received from the Senate as follows:

— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-280, An Act to Amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171), with the following amendments:

Clause 1, page 1:

(a) Replace line 9 with the following:

‘‘and 171 come into force one year after the day on which a’’;

(b) Add after line 14 the following:

‘‘(3) For greater certainty, a decision made before the coming into force of section 110 by the Refugee Protection Division or the Convention Refugee Determination Division is not subject to an appeal under that section.
(4) Despite subsection (3), an appeal may be taken under section 110 against a decision that was made by the Refugee Protection Division before the coming into force of that section and that is referred back to it by the Federal Court after the coming into force of that section.’’.
